Proposed HOL reform will create a three way representational, institutional and territorial conflict in England (HOC, EU and proposed new HOL/Senate). In the devolved territories this will be a four way conflict including the devolved structures. 

The electorate cannot be represented in two places at the same time. commonrepresentation.org.uk
