The Labour conference has voted to accept the decision of the membership in Scotland later this month should it decide to elect it's own leader and organise itself on a Scottish Parliamentary constituency format. The parties are moving to a federal model. This like the Conservative break up in Scotland and Wales is the political plates shifting as a result of devolution.
